Timeline

  • June 5, 2000: Resolution 07/2000/NQ-CP of the Government on building and developing the software industry in the period 2000 - 2005
  • October 17, 2000: Directive 58-CT/TW of the Central Committee on promoting IT application and development for the cause of industrialization and modernization
  • May 24, 2021: Decision of the Prime Minister on approving the Action Program to implement Directive 58-CT/TW of the Politburo on promoting the application and development of IT in the cause of industrialization and modernization in the period 2001 –2005

Formation and development

  • October 10, 2000: Decision 2727/QD-UB of the People's Committee of Thua Thien Hue province to establish the Software Technology Center (Huesoft) under the Department of Science, Technology and Environment.
  • August 31, 2001: Established Hue Software Technology Park (HueSP) under the Thua Thien Hue Traffic Construction Consultant Company according to Decision No. 2127/QD-UB of the People's Committee of Thua Thien Hue province.
  • September 22, 2004: Established Thua Thien Hue Information Technology Center (HueCIT) on the basis of merging Thua Thien Hue Software Technology Center (Huesoft) and Hue Software Technology Park (HueSP). According to Decision No. 3289/2004/QD-UB of the People's Committee of Thua Thien Hue province.
  • December 19, 2011: Consolidated the Provincial Information Technology Center according to Decision No. 2635/QD-UBND of the People's Committee of Thua Thien Hue Province.

Functions and missions

  • 1. Train information technology human resources, train foreign languages according to programs regulated by Ministry of Education and Training; Ministry of Labor, Invalids and Social Affairs. Train according to the need of society for the specialized field of the center. Train high quality human resources to meet the requirements of building smart city and ensure the development of information technology field. Connect with universities and colleges domestically and internationally to supplement the province's IT resources, businesses at the Software Park, Centralized IT Area. Train cadres and civil servants of state agencies; train for IT and media career transformation. Develop foreign language training programs for export laborers in the province and surrounding areas.
  • 2. Research and advise the Provincial People's Committee on solutions for IT application in state agencies to achieve an effective e-Government in Thua Thien Hue province.
  • 3. Design consulting, supervising, texting IT projects and IT applications in state agencies and businesses.
  • 4. Provide public products and services in the IT fields to state agencies that are assigned and ordered by the Provincial People's Committee every year.
  • 5. Develop and provide products, and services in the IT field to state agencies and society.
  • 6. Provide digital content service an digital transformation service to industries/organizations and businesses.
  • 7. Develop information portal Kham pha Hue.
  • 8. Manage Software Park, Centralized IT Area:
    • a) Organize and coordinate to complete the Software Park in An Van Duong Urban Area according to the provincial planning, with the target of applying IT in the fields of culture, tourism, and health, bringing into full play the potential and strengths of the province. Focus on completing products and services for e-Government and Smart Cities.
    • b) Cooperate with the members of Quang Trung Software Park and IT businesses domestically and internationally. Carry out product selling activities, outsourcing, investment raising. Support and promote IT businesses to participate in IT Business Incubators.
    • c) Promote commerce and investment in IT field. Organize fairs, exhibitions, products show and IT services.
    • d) Provide facilities, services, and necessary conditions in order for organizations, and businesses in the IT field to work properly. Provide convenient services on IT infrastructure for society.
    • e) Manage, popularize, guide, inspect and supervise the implementation of regulations, master plans and plans related to the Centralized IT Area and Software Park. Control the provision of infrastructure services in accordance with contracts with investors of projects. Guide investors and businesses to build, trade, exploit and use infrastructure following the State's technical processes and regulations.
    • f) Support and provide information in order for businesses in Sofware Park, IT Centralized Area to connect and cooperate to create an IT ecosystem. The focal point to solve difficulties and problems of investors in the Centralized IT and Software Park.
    • g) Develop a mechanism for inspection and supervise coordination of carrying out investment’s target and following the law on construction, labor, salary and social insurance for employees; protect the legitimate interests of employees and employers, ensure occupational safety and hygiene, fire and explosion prevention, security and order, and protect the environment for projects in the Software Park, Centralized IT Area.
    • h) Customer support and care: Legal advice and implementation of administrative procedures related to the operation of businesses in the Centralized IT Area and Software Park; Legislation of the Center; Taking care of customers (collecting feedback, checking satisfaction) about all services provided by Software Park and Centralized IT Area.
    • i) Investments and facilities management: Management of capital construction investment, investor's project management according to approved planning and design; environmental sanitation management (park daily-life solid waste), landscape, traffic infrastructure, rainwater drainage system, wastewater, parking service outside the building of the Centralized IT Area and Software Park; coordinate with the locality to inspect food safety and hygiene services of the Centralized IT Area and Software Park.
    • k) Xây dựng kế hoạch và triển khai các hoạt động hợp tác quốc tế trong lĩnh vực CNTT và truyền thông theo quy định của pháp luật.
    • l) Synthesize statistical reports and financial reports of businesses operating in the Centralized IT Area and Software Park; evaluate the efficiency of investment in the Centralized IT Area and Software Park. Report periodically to the Ministry of Information and Communications, relevant ministries and branches, the Provincial People's Committee and the Management Council of Quang Trung Software Park Chain on the situation of construction and development of the Centralized IT Area and Software Park.

Infrastructure

HueCIT building has 5 floors, located at 6 Le Loi, Hue city on a land area of 2,378m2 with a total floor area of 2,450m2, of which:

  • 17 working rooms.
  • 6 practice rooms, 5 theory classrooms.
  • 1 meeting room, 1 hall.

And the 1,400m2 wide garden is used as a place to organize IT fairs, exhibitions, parking spaces, and rest areas...

Modern network system with 7 servers, more than 280 computers, and telecommunications equipment.
